Bug from 2020 still occurring - Quest "Most Complicated Machine" still broken

Referencing this unsolved thread from 2020 which has been held active for 2 years and been closed down by a mod in 2022.

The quest "Most Complicated Machine" still doesn't work as intended. Once the NPC 'Bolin' has been killed and the black soul gem been looted from his body, the quest will not progress.
He will not respawn to loot the black soul gem once again. The quest giver is nowhere to be found to turn in the already looted soul gem. The quest still states that said black soul gem needs to be looted of Bolins lifeless metal body.
A player cannot simply wait for the necessary character to respawn to kill him again. Restarting the quest as a whole results in again in the same broken quest stage hindering the quests progression. - Instead I have to wait for another player to appear, with the same quest active at the exact same stage, in order to have Bolin spawn again and kill him.
Please fix this.
