Ads should not cover any actual content. However, users that have a weird screen size or resize the window after it loads could experience overlapping ads.
What display size do you use? Standard 1920x1080?

I use normal display size. 1920 x 1080. The ads on the left side of the screen always bleed over onto the left side of the content on ESO hub. I use google chrome. I have just switched to using UESP because I can't even look at sets on ESO hub or ESO sets anymore. Don't know how to fix but every other site seems fine.

8 hours later the ads are back to blocking content. Even after clearing cache.
