10s duration is for very powerful DPS DoTs. They have more damage per tick, but with a shorter duration they are more expensive. It is a way to balance them against each other.
@spaceghost8 In ZOS's mind, if you want a Ferrari, you better be prepared to pay the premium.
But, what they get wrong is, that we, the players, don't always have a choice. In my mind, with Shards and Boneyard, they force the premium, because the base ability is already 10s short and we cannot choose to have either a 15s boneyard at regular damage or a 10s at higher damage. I think Lightning Splash should be the blueprint for all those other ground DoTs.
