Here's yet another thing that's illogical found in ESO (yes, I know, there are a lot of them because it's "just a game"), and this of course has to do with an in-game house -- The Fair Winds. It's a large ship that supposedly can take you to "various ports", but we know it's just the main ports of Vulkhel Guard, Davon Watch, and Daggerfall, but that's not the problem.
The problem is that the ship is based in Galen, and that's the only place you can board the ship. You can take the helm and request to be taken to any of the aforementioned cities, but when you arrive, you are dumped in port and your ship is nowhere to be found. You can't reboard the Fair Winds and have it take you to another city. You'll have to use a Wayshrine to return to Galen to board the ship again, or teleport to the ship, and then have it take you to another city. So that pretty much defeats the purpose of using the ship as transportation since you can just save time and use a Wayshrine instead.
So I feel that you should be able to board the ship in any of the main ports, or at least the ship should stay where you last left it.
