In 1v1's in Cyrodiil, it's basically a teleport-through-walls hack and the NB becomes impossible to kill. It takes a minimum of 3-4 players to kill any NB using Shadow Image in keeps and towers. 1-2 players have to sit at the image waiting for the teleport and they still might not kill the NB before the image gets refreshed.
This ability should never have made it to Live nor should it have gone this long without fixing.

This should not happen.
Shadow image is a unique ability and it has been this way since launch. Never making it to Live in this context would have mean never launched with the game which is just crazy to say imo.

Ask yourself what the counter is to this ability in keeps and towers in a 1v1? Oh right, there is none because this ability literally lets you teleport hack through walls and floors.
