The current UI has an issue where one of the "Help" choices is to report an issue with a Crown Store Item. However, you cannot follow the instructions given for anything that is not in regular "Inventory". If you have a problem with an item that appears in "Collections" you cannot get the "Get Help" menu item and therefore cannot attach the item and cannot submit a ticket for that item.
This is what the instructions in game look like when you want to report an issue with a Crown Store Item:

However, if you navigate to "Collections" and right click on the item, there is no option to select "Get Help" at all.

This means that you have to submit a generic ticket or go to the website and file a general issue ticket there. The option to "Get Help" with a purchased Crown Store Item that appears in Collections should be added to the game.
