What is this costume?

Apologies if this has been answered untold times already.
Can anyone tell me what costume Razum-dar is wearing here, and if/how we may be able to get it for ourselves?

That's the Queen’s-Eye Spymaster costume.
It can be found in the Baandari Peddler Crown Crates, and I think occasionally on the Crown Store.

That is the outfit my no pet Sorcerer wears. I bought it from the Crown Store a long time ago.
