Aurora Firepot Spider Instructions not available

After the Anniversary event ended today, one of my characters had the 3 parts of the Aurora Firepot Spider in inventory. When I went with that character to Philius Dormier for the instructions to complete the pet he didn't have them in his inventory. I did notice that one of the parts I have was shown as bound, but I have not seen that mentioned as an issue. Problems with obtaining the instructions are supposed to have been fixed in previous years.
