Why Alik'r Dregion DC questline is still broken?

It is my understanding that ZOS made an improvement of old 3 faction overworld Zones, is it not?
So why old bugs and broken questlines are still in place? Alik'r broken main questline for instance is live and well. After "A reckoning with Uwala" quest the link to the next quest is absolutely nowhere to be found (as always). The visual revamp to these faction zones is nice, but I prefer a little working on broken questlines and known bugs.
