Grothdarr monster set not triggering elemental catalyst flame weakness

Title. Was testing an elemental build on PTS and noticed Grothdarr is not applying a flame weakness to enemies. Not sure if this is the case on live but hopefully can/will be fixed! Submitted bug report in game on PTS as well

Grothdarr is a proc set. If it procced EC, which is another proc set, that would be a bug. As a general rule, procs don't proc procs.

This is also why enchants (another type of proc) don't proc proc sets, including EC.
