Question about leveling subclassed skill lines

I've seen this asked multiple times, but still people give different answers. So, I would like to make sure that I understand how leveling a subclassed skill line works.
Let's say I have only 2 characters: a sorc and a templar. Both have their 3 native skill lines fully leveled. Now, let's say I want to swap Dark Magic on my sorc for, say, Aedric Spear (this is the first ever subclassing on the account).

Are the following statements true?
- I will need to level Aedric Spear on my sorc.
- The levelling will be twice as slower as it was for my templar.
- Each skill will cost 2 skill points instead of 1.
- If I create another non-templar character and decide to take Aedric Spear on it too, it will start as fully leveled provided I already leveled it on my sorc.

    I've been on the PTS a bunch this week and I have not used any template characters.

    I have 3 Wardens that are max level with all of the skills unlocked that I had logged in on.

    I still needed to level up Green Balance on my Nightblade.

    I cannot confirm the exact leveling speed but, it did take me a few days of questing/killing stuff to hit 50.

    The skills did cost two points.

    My progress on unlocking it on my Nightblade is shared with other characters.

    Yes. The system is not ideal. I did a /feedback on the PTS and I suggest you do too if you can.

    Thank you for clarification.

    I do not like that I need to do the leveling again. It could be justified by the line of reasoning that my sorc is learning a new profession, but that does not explain why any alt after that does not need to do it. Do not get me wrong, leveling it on every alt would be horrendous, but I would prefer to jump into action immediately provided I have an alt with the required skill line fully leveled. But I guess they need us to keep grinding.
