When did they revert the Merciless out of combat stack falloff?

I thought they made it so that stacks fell off when exiting combat. But I'm noticing that isn't the case? And I can store 2 shots now?

✭This was only the case when battle spirit was active, so you can't gank with a fully charged arrow.
In Pve the stacks should remain.2
