Is this Patch Note a typo?
Burning Light: This passive now scales off 25/50% of your Weapon or Spell Damage, rather than 21/42% of your Weapon or Spell Damage and 2/4% of your Max Magicka or Stamina. Increased the status effect chance per hit to 10%, up from 3%.

This isn't what the tooltip says on PTS.

    What stats do you have on that toon? Also you are looking at rank1 bl so if you have about 4k wpd or spd then the number is about right.

    I'm referring to this bit "Increased the status effect chance per hit to 10%" there's no mention of whatever that refers to on the PTS

    Thats referring to the base chance of applying the magicka damage status effect. The base is 3% I think. they change it to 10% they did the same to some other class skills to.

    Yes, that's generally correct, especially without modifiers.

    The stats are correctly calculated on PTS in accordance with the patch note, as far as I'm seeing. The tooltip reflects 25/50% of Weapon or Spell Damage, plus any applicable modifiers. Max offensive resource is no longer included in the scaling, as expected.

    On a templar with 1000 Weapon and Spell Damage (I dropped the racial buff for WD/SD and Balanced Warrior so I could get to the base value), I see a tooltip of 250 for 1/2 Burning Light and 500 for 2/2. Changing my max resources did not change the tooltip.

    Once buffs are added, it's not always going to be as easy as quartering/halving the WD/SD value shown on the character sheet. The tooltip should not be lower than 25/50% of WD/SD, but there are many ways in which it can be higher.

    That's particularly true if one has War Mage and/or Wrathful Strikes in the blue CP tree. These add WD/SD for specific things (Magical damage and damage in general, respectively), but not for all purposes (e.g. healing). Their values are therefore reflected in Burning Light's tooltip but not on the character sheet, which records WD/SD usable for all purposes.

    Adding War Mage alone brings that 250/500 tooltip up to 275/550, as expected from adding 100 WD/SD for the purposes of Burning Light. My character sheet still says 1000 WD and SD, but the game is correctly recognizing that Burning Light uses a value of 1100 instead.

    The chance to proc Overcharged has never been listed in this skill's tooltip. It should have been previously, imo, since 3% was so much lower than the 10% chance for single-target direct-damage skills quoted in the relevant Help screen. Now that it's being raised to the default of 10%, it would be odd to mention that it has the proc chance one would already expect from reading the Help file. Nearly all other tooltips in the game would then also have to be updated to say that too, whereas as a general rule, proc chances for status effects are generally only given when they deviate from the figures quoted for their category in the Help menu (although sometimes not even then).

    Same question again, since no one who answered understands what I'm asking. New PTS patch notes imply radiant gives a higher chance of causing a status effect; in-game no such thing is stated on the tooltop

    Radiant Destruction: This ability and its morphs now last for 3.8s in total, down from 4.8s. Reduced the cost per tick to 1080, so the cost per second remains the same over the total duration/tick rate. Increased the base damage by 4%. Increased the health threshold the execute scaling starts at to 33%, up from 30%. Increased the status effect chance per tick to 6%, up from 3%.

    They are saying it is built in buff based off of the normal.

    20% - Weapon enchants
    20% - Poisons
    10% - Single Target Direct Damage
    5% - Area of Effect Direct Damage
    3% - Single Target Damage over Time
    1% - Area of Effect Damage over Time
    0% - Light and Heavy Attacks

    Not saying the tool tip shouldn't be more clear but hope that helps answer your question.

    It has absolutely nothing to do with my question.
    The question is: why is this not in the tooltip? Would someone have to refer back to this particular version of the patch notes to even know this change?

    I do agree that the 6% for jesus beam should be in the tooltip since it is a direct damage single target ability and should be 10%. Burning light being 10% makes sense though with how the game works and looks to be a bug fix. Should have been 10% and not 3%.

    Essentially, anything that is not the normal value should be in the tooltip, but if it is just the standard amount, there is no reason to put it there.
