Lightning Staff Tri-Focus in Imperial City

Excellent PTS patch! I'm happy to see my feedback on the Sentry Set and Templar Undodgeable Beam getting addressed. Thank you for this. However there is one more bug that needs fixing ASAP and that is the Lightning Staff Tri-Focus passive in Imperial City. If it tethers from a monster to a player, all forms of Heavy Attack modifiers will be dealt onto the player bypassing Battle Spirit. It essentially makes the receiving player experience being instantly killed. I understand that this is an exploit and I have sent it in as feedback as well as experienced players purposefully trying to attempt this exploit on me. It needs to be addressed. If this topic is removed because of classification of exploit, two things will be implied. One, I have tried to submit this to the team in all available ways including email, in-game and on forums. Two, if it is deleted and I am punished at least it implies that the development team is aware of this bug. This bug has been a major dampener of the in-game experience and I would like to know that the team is made aware of it. This is a perfect time to fix it! You're on a role, ZOS! I like the patch. Let's make the next one as good as we can be. I'm sure this phenomenon is not an intended feature for Imperial City and I think its time it gets fixed. Thank you for reading and J hope this message reaches you well. I am willing to face any consequence to see this fixed but I will NEVER exploit this bug myself.

As long as the changes are made against players only and do not affect how it behaves on PvE situations that is fine.

Yes absolutely. This needs to be adjusted to properly apply to Battle Spirit. This should result in a bugfix that only affects how Lightning Tri-Focus interacts with players. PVE should not be affected. It better not be.

    working as intended

you are getting splash dmg from a mob which has no battle spirit, nothing to fix there

Exploiting bugs is against TOS and COC rules. I want an official word on this, then. If it is intended, then I propose a nerf to it in PVP (add the good ol' Against Monsters clause). Be careful with this. If it turns out that this is not intended, then you may be in trouble!

    It isn't a bug though...

Battle spirit is is applied to the skill. Not the passive. If you were to apply battle spirit to the passive (which has damage scaling based on damage done by the heavy attack) you would be double dipping battle spirit on the attack. No skills double dip battle spirit. This is working as intended.

Thats why I said if its intended then it needs to be nerfed. One-shots like this are among reasons why Sneak Attacks got nerfed. Intended or not it needs to be changed. I'm not interested in people saying they need it in the game and justify it because they dislike PVP anyways. One-shots like this are unreasonable and unfair. It needs an official statement from the combat team.

EDIT: Dragonknight Heavy Attack builds were nerfed for this same kind of damage. I can claim its intended and "use" (abuse) it all day until the devs come and make a rebalance. Then the book is closed. Unintended. Until then, it's an obvious outlier.
