Markarth isn't a chapter, its a DLC. Premium opens all the chapters - Summerset, Elsweyr, Greymoor, Blackwood, High Isle, Necrom, Gold road plus base game/Summerset

I didn't find any "all previous contents" on the purchase page.
It says:
“Get the 2025 Premium Edition to access all major story content and quests found across Tamriel. Includes the Base Game, 2025 Content Pass, and all eight previous Chapters. Thank you @Mirumorg. Indeed, it was a bad rephrase on my behalf.

I was sure that the Premium 2025 has all the DLC's in it but it doesn't, so I cancelled my purchase. For the same money I can easily buy all the missing DLC's on my account now that I got the refund.
It was my mistake buying the wrong content.

Problem solved and everything is ok.
