Extremely high latency constantly

For the past 5 or 6 days the latency in this game has been extremely high constantly. Always changing between 400 to 999+, very rarely goes down to 100 but doesn't last much longer than a few seconds. I initially assumed it was a problem with my router, which was very old, and ended up buying a new one yesterday, but it didn't really change anything. Obviously I reconfigured the new router with the recommended ports and followed all the steps in the online support: https://help.elderscrollsonline.com/#en/answer/9094 In the meantime I have been monitoring my internet service, and doing lots of stability and speed tests, but the service seems to be optimal and without failures. So, this problem only happens with ESO and I don't see anyone else complaining, now I think only have one possibility left... Could it be that my ISP is limiting access exclusively to ESO because I was playing a lot before the latency increased? If that is the case how can I find out?

I'm still facing this problem constantly. But by now I already changed my ISP and it didn't solve the problem.

So, I'm wondering now if it can be some compatibility problem with my country network, or if it could be caused by launching the game from Steam. Is there any way to launch the game without using Steam to test it?

I have no more ideas and I'm only having these severe latency issues on ESO. Other than that, my internet service seems to be working fine and with low latency on other services.
