Pretty sure its just the case of a bad game engine. Its fairly easy to do in UE5.....kinda sad how quickly you can remake ESO with 0 prior experience.
There are quite literally youtube tutorials on how to do it.

If Epic Games is smart, in less than a decade they'll have a full fledged AI chatbot that you can talk to via voice that just designs and codes the entire game for you interactively. It could even generate all the AI art for you. Maybe then ZOS will move to UE.
