Bera showing up in Northpoint (Rivenspire) too early [PCEU]

Whilst clearing zone story quests, my partner and I entered through the lighthouse as expected, upon moving down the road toward the city we saw Bera's quest marker appear on our compasses. Whilst fighting bloodfiends she appeared and did her usual "the guild has need of you, comrade" dialogue as we came into range of her.
