Anyone else have/had issues on Game Recordings and Screenshakes?

Thought i ask around here real quick because it's driving me nuts :-)

So formerly my system was:

Win 11 Pro
CPU: 5900X
Ram: 4x8GB DDR4 3600
GPU: 7900XTX first (replaced with 4090)
Displays: 2x Same 4k 240hz Panel

I tested with AMD Relive, Nvidia App and OBS....
CPU and GPU utilization are both at around 40% running the game
FPS is capped at 144 (but also capped it at other framerates like 120 or 300 for example, doesnt seem to matter)

Now, while the game itself runs fine, no shakes or Issues,
Game Recordings introduce some weird camera shakes

I check several reddit threads, OBS Forums, etc. over the last months
and ofc its tedious to test, as i have to run some stuff in game, record, check again...

- Fullscreen / Windowed Fullscreen
- Different Recording Settings (Resolutions, Bitrates, etc.)
- Gamemode on/off
- HAGS on/off,
- Vsync or Gsync on/off,
- Mouse raw input 0/1, Polling rate swich to 500
- Different FPS Caps
- Running ESO as Admin
- No Anti Virus or Stuff, OS is pretty much naked
- Disabled all Addons.
- etc.

Now i'm on a new System with 9800x3d, 2x32GB DDR5 6000, RTX 4090.
Freshly installed Windows 11 pro.... Yet, the Issue still persists....

Now i'm pretty much lost of what else to check to find the root of this weird issue....

Maybe someone has a clue where this could be coming from

(like said, that shaking is only on the recording and doesn't happen on Screen at all...)
