Elven Gardens no sound effects

Every time I enter on Elven Gardens the sound effects and footsteps sound get muted. It only happens in that district. I've been trying to find a way to turn it on again after entering there but the audio settings don't seem to work either on that district. I already verified the integrity of game files, but it doesn't fix it.
