Failed to Load Skin Bug Mysteriously Appears......Again

I've submitted yet another ticket for this issue, have tried all of the workarounds, er, "fixes" listed at (https://help.elderscrollsonline.com/#en/answer/66127), yet after the last update this bug has mysteriously reappeared, just in time for an update. I can start the game with the exe, but the launcher (on both my Steam and standalone account installs) refuses to launch, so I'll be gameless until I can get this fixed. I don't gripe very often, but here are my two big ones: Why can't ZoS figure out definitively what causes this error, and, perhaps more importantly why in the hell does a modern game requires a freaking launcher as the ONLY way to update itself? I play dozens of games, and ZoS is the singularly sole and only game that has NO other way to update besides the launcher. OK, done with rant and I'm gonna go off to find something I can do for the next couple of weeks that it'll take for ZoS to respond. Again.
