No Star-Gazer Herald quest starter for AD or EP alliance characters

Prior to Update 40, the Craglorn quest starter NPC, Star-Gazer Herald, could be found in each alliance's capital city.
With Update 40, the DC version of the Herald was moved to Bangkorai, near Hallin's Stand. But the AD and EP versions are gone -- not moved, just gone. (The travel cart still sits in each capital city, but your character can't use it until after they've done the starter quest, which is not available in any AD or EP zone.)
I suspect that the original intent for Update 40 was to move all three Star-Gazer Heralds to the last zone for each alliance. But as it stands now, DC characters who haven't been to Craglorn yet can just catch the bus from Hallin. AD/EP characters should have a similar option from their final zones, but don't.
(And yes, I know there are other ways for AD/EP characters to make their first trip to Belkarth. I'm not asking how to do that. I'm saying that if one Alliance has a quest starter for Craglorn, then probably the other two are also supposed to have that quest starter.)
