Stuck in combat in Cyrodiil

Got stuck in combat...I left the fight, went to the opposite side of the map, 3 minutes later I'm out of combat, then back in combat, out of combat, back in combat.
What is the problem?
Apparently this is "normal" in Cyrodiil...why can't this be fixed? This is beyond stupid.
@ZOS_Kevin can you bring this up with whoever is in charge of Cyrodiil/PvP? This shouldn't be happening.
