Thanks for the ping! No, they are not limited to location. All the pages are in one loot pool, so it is working as intended. The list in our article was meant to highlight what you can get, rather than where you can source them from.

I would like to chime in with the others to say - the article is written extremely poorly.
just like others said, the way it’s written it explains the drops are curated from boxes per zone, and not one big loot pool.
That being said - RNG loot pool with 15+ style items is a terrible design choice.

Style pages aren't meant to be curated within the same set based on what you already have. The curation described in the article is between styles based on location. So if you get your box from a Necrom zone, it should have a chance to contain an Apocrypha Expedition page, but not one of the others listed under other zones. It isn't guaranteed to be an Apocrypha Expedition page you don't already have. (That's also why it says "random reward" in the header for the style pages. They are random within that location pool.)

I don't even see this as a bug comparable to the fishing issue. In that case they pretty quickly acknowledged there was an error in implementation and hotfixed it today to work as described. It's disappointing that bug made it live, but it's reportedly been fixed now and we still have the vast majority of the event left. This zone curation issue is a fundamental incompatibility between the description of the event and its coding, made worse by the devs saying that it isn't meant to work as described in the article but also saying that the article is still somehow accurate. Those two things can't both be true, and there's no acknowledgment of that or of the frustration caused by it.

This event has fallen a bit flat for me tbh. I got my Master Fisher achievement and missing anniversary weapon styles today. My other goals for the event were getting the gryphon pet, Claw Dance outfit pages and my 2 last Saarthal Scholar pages. No point in buying those 'til the end of the event when the prices drop. So what do I do in the meantime?
I guess I'll just carry on fishing, and sell any perfect roe I get to fund my style page shopping spree...
