Hermaeus mora tribute and Fragments

I can't buy any Fragments from IA nor can I get the last 2 cards/Fragment. Nor can I talk to the Grand Master Metrand to trigger a match. I have the whole zone story and nothing. I have played the tribute game also but can't complete metrand met his match, tentacles in every Tavern, Fathomed the Fathomless. I play both IA (Ink Slayer) and Tales of Tribute card.....get nothing? Help?

one of the fragments comes from using the patron 10 times against other players in match made games (i.e not against friends where you invite them to play). What is the criteria for the fragments you are missing?

None of the fragments for this deck comes from playing matches. 4 of the 5 fragments are found randomly as loot while running the Infinite Archive. The last is bought from Filer Tezur. (OP, are you at the right vendor? There are several in the IA lobby.)

It’s certain upgrades for specific cards within the deck that require using the patron — which is a very RNG-dependent ask if you don’t have the ability to choose the patron because you haven’t unlocked them yet.

to get the desk - you do Infinite Archive. 4 of 5 fragments drop while you fight things in Archive
(3 of 5 come from chests, one is dropped by loot goblins).
to get the 5th fragment you buy it from Filer Tezurs for archival fortunes

in all of 12 desks, there are 4 card upgrades for each:
- two of 4 are originated by the clues which RNG drop from ToT rewards containers
- one is triggered by 10x using the appropriate patron (counts ONLY in ranked games versus players)
- with Druid King and later decks: one upgrade you get winning the game against the NPC grandmaster
(for Druid King, Almalexia, and St.Alessia this requires the appropriate zone story).
Hermaeus Mora's one is situated in Craglorn

unlocked this certain deck quite recently on my newly created PC/NA character. faced no problems.
also no problems with all 4 cards upgrades.

edit:
3 of 5 fragments originate from chests you get defeating bosses and winning "extra" minigames
Seeker's Mora Deck Fragment - drops from Gw the Pilferer (not 100% drop chance)
Filer’s Mora Patron Deck fragment - is what you buy from Filer for Fortunes
(this means you can not buy any random fragment from the Filer, but only one and it is Filer exclusive)

My mistake, it was talking fragments and my brain translated to upgrades
