CP Perks not working and possible cause

EDIT: It probably doesn't have nothing to do with the Banner Bearer skill. The CP Perks just don't work all the time. Sometimes some perks will work while others don't.
I come here to report a bug that has been happening for a good time now.
Well, i use the Fitness constellation perks "Slippery" and "Strategic Reserve". I'm very used to Slippery automatically breaking free from stuns all the time and very used to the health recovery numbers that Strategic Reserve grants.
The problem is, throughout this month (or more), I noticed that for some unknown reason Slippery wasn't working anymore, and that my health recovery, even with ultimate at 500, wasn't being affected by Strategic Reserve, since it usually granted me around 2.5k recovery. For the perks to work again i always had to unslot the perks and slot them again, but just by changing zones the perks would disable themselves again.
• There's one possible cause i can think of, and that would be the Banner Bearer skill. It all started to happen after i got that skill and used it for some time. The skill has this "reduce health, stamina and magicka recovery by 33%", and i think this effect could be glitching and not being completely removed after removing the skill from the skill bar, and it could be overriding other passives or effects that also affect recovery.

D4rk✭✭Found why.
It seems i had some "ghost perks". I decided to clear all my CP perks, and redo it all again, and when spending points in the red tree, suddenly points were automatically spent in two perks. I just removed the points from them and that solved it.
But the issue sometimes comes back, and i still don't have a clue on what i could do to fix it myself.0
