Necromancer Detonating Siphon DoT Does Not Proc Disease Status Effect?

Can anyone confirm this? When I use it, I never see direct damage text over the enemies that would indicate a disease status proc, also their healthbars depleting while they're standing in the tether seem to decrease at a near constant rate, so it seems like the Detonating Siphon ability doesn't proc status effects?
Is this intended?
EDIT: For future readers, I can confirm that it does proc, just is very very rare.

I will continue testing it for the next 20 minutes, I'm certain it should proc within that time if it has a 1% proc rate.
