Severe Frame Drop

Hello all,
So I am having some technical issues.
I'll be running ESO for say, 1.5 hours and my frames drop to the point where I am hitting 99% 19FPS. It always happens after a period of time and does not happen on any other game.
I haven't tested my performance much in PvE so this issue can be considered to relate entirely to Cyrodil, either ball group or small scale.
The things I have tried are:
Reinstalling windows.
Lowering all graphic settings to low.
Disabling all my addons apart from RDK.
Monitored my temps (they are fine).
Rolled back GPU and Windows drivers.
Updated my UserSettings following a post on this forum. The link eludes me.
The only temporary fix is a complete reboot of my PC as relogging does not fix this.
Also, the frames only drop when I face a keep, or when multiple players are on my screen.
I do have clips of it happening which I can share should it prove useful.
My PC specs are:
AMD Ryzen 7 7800X3D 8 Core
RTX 4080 Super
32gb DDR5 RAM
1.6Gbit internet

I've done all that already, apart from adding ESO64 to the control panel.
I'll test it and fingers crossed it works.

Do you or anybody else have any alternative suggestions I can try if this doesn't work?

✭✭If you have installed Windows Update 24H2 it has been causing significant problems (eg windows itself black screening, refusing to load drivers, becoming unstable etc). On the games side of things, it seems to be messing with frame rates on a whole plethora of games (I've just rolled back the update because it was like playing through a zoetrope).
It may not be your issue. But worth noting just in case you're not aware.0
