Sorcerer Class Mastery Script - Does it affect the target as well?

This description seemed a little confusing to me. It deals shock damage to enemies within 8 meters of my target, but does the target take that shock damage too? Or is it like a donut area, dealing damage to those around the target but not the target itself?
