something wrong with passive xp boost. not stacking with xp pots/scrolls???

I just used a 150% xp scroll with the passive 100% xp boost on a level 28 almost 29 and did a random daily dungeon for the xp gain. It barely put me over level 30. Then I immediately did the daily battlegroud with all both xp buffs active and that barely pushed me to high level 31. We did win the bg so the xp gain should have been massive. Something isn't right with this. This is the normal xp gain I get at this low level with just the normal 150% pot/scroll active.

✭✭✭Maybe this is my issue. I did some dungeons and I swear the xp was the same. Like I said in another post, I usually get a level per dungeon. I did my daily dungeon and it was the same. I would have expected more. I was using an xp scroll, 50%.
