Scribed Warding Contingency increase weap/spell dmg not showing on char screen.

For a new mag sorc build I Scribed Warding Contingency, with the final part being "Brutality and Sorcery" which is supposed to add 20% extra Weapon and Spell damage.
I cast the spell and the timer ticks off on the spell icon however when I go to the Character screen my Weapon and Spell Damage does not increase.
I tested using a class skill Critical Surge and when casting that both increased by 20%.
Do Scribed skill stat increases not show up on the Character screen as increases but are actually active? A Bug? If scribed stat increases do not show is the only way to test is by using a test dummy?
