Players able to Whisper while Offline

Was doing some Cyrodiil, and have gotten whispers from people that I cannot whisper back, even when they're continuing to whisper me.
Turns out that while players are in offline mode, they can whisper others, but are unable to be whispered.
This seems rather strange from a design perspective, and probably mostly used for toxic purposes. (which is what I encountered).
I can only assume that this is a bug.
