he has been in the game since 2014,
he's usually in Temples of the Divines or wherever the Shrines are as he's a Priest of Arkay.

I guess he's at the Rawl'kha Mages Guild because there are no shrines there and he's a member of the guild.

That's the Rawl'kha Mages Guild. There's on in the Riften Mages guild too, and I guess one in the Evermore Mages guild. They will cure vampirism or lycanthropy.

Rawl'kha Mages Guild is in the temple in the rear of him and to the town itself.
Don't remember how the priest looked as many years since I used him but assume its himhttps://en.uesp.net/wiki/Online:Prelate_Sabinus
My point is that I assume he got moved, probably to be easier to find next to the two mage guild traders.
Previously complained about selling cure vampyism in crown store then its easy to do in game for little gold.

ah im not in Rawl'kha often so i forgot where it was, i thought the Jewelry Station was outside at an outdoor Mages Guild

He's not new, but that spot he's in is maybe 2-3 years old? Might be a little more since time moves differently for me now.
