When can I use these?

I have a few of these guild citations, from both fighter and mage guilds.

By the description, I should be able to use them, I am a member of both guilds, and I am not level 10 in either guild... there is no level restriction listed...is that a bug?

So what do I need to do to be able to make use of them on one of the few characters I have that are NOT already level 10 in both guilds?

This thread suggests between level 5 and 16, perhaps 10.

I did see that thread but missed the comment that you noted... I remembered the comment that speculated 50...

It's bad enough that I have to wait to level 10 to get the undaunted skill line, (unless I spend crowns)...

I guess it really does not matter, I need to level to get skill points in any case, I was hoping to put it off a while.

It is odd to me that the FG and MG can be joined earlier, but apparently their commendations/citations go by the minimum level to join the Undaunted, if this is correct.
