I disagree that Summerset was the best Chapter.
I think that Morrowind and Clockwork City were strong but that Summerset did not hold up the bargain. It didn't really feel like part of a trilogy. I keep having to be reminded that it was the conclusion of a trilogy and not just the next Chapter after Morrowind+Clockwork City.
Thus, I tend to put Summerset down near the bottom as 4th worst, above Greymoor, Blackwood, and Gold Road.
Why Elsweyr? It is a relatively straightforwards story. Go in, fight dragons and their pet Imperial, and her pet necromacer. The writing was immensely better than Greymoor and Blackwood. It does not feel forced and contrived, like Gold Road. It is not terminally boring and does not have an agenda beyond writing a good story.
Morrowind and Orsinium are solid contenders, but I like Elsweyr better. Either way, I would love to have that sort of writing back.

I LOVED Elsweyr. But the dragon fights were.... totally out of my ability, which of course made it.... not so much fun....
Nah, you can do it. Every player gets a drop from dragons I hear, it’s not like world bosses. Just don’t stand on the fiery ring right around the dragon if you play stamina melee or you’ll die real quick.

Ah, I see. I think I did have a little trouble with the last dragon boss, I forget which one he was. I remember running to take a quick bio break and running back… and left the water running in the bathroom sink…it was about an hour before I heard it and realized what I had done. Unfortunately I had turned on the hot tap. Oops.
For me nothing has yet to top Elsewyr. But I might be a bit biased since I also love Khajiit.
