Bound Armor not granting Max Magicka?

The stam morph states that for it to grant extra 8% max stam it has to be slotted (on the active bar). However, the magicka morph explicitly states that it grants 8% max mag if slotted on EITHER bar.
The magicka morphs are not working as intended for me. They only grant the max magicka buff if they're no my active bar.
Has anyone else encountered this problem? Have the devs acknowledged it as a known issue yet?

✭✭I assume you aren't using oakensoul ring. It doesn't work if you put it on the back bar and wear oakensoulSoupy twist2
