I can't find npc quest giver zahari where she is meant to be. (RESOLVED)

This npc won't show up for on any alts and I haven't done her quests on alts. I want to,pick up these quests so I can work on Zenth-var reputation.

UESP says you need to complete the quest The Halls of Colossus for her to appear as a questgiver.
