You already have map pin marker for this, if you use add on like Lost Treasure or Map Pin.
Depending if you use Compass (that part of UI that also work as HP indicator for Bosses and show map pins in game world when not having a boss in reticle), mini map or both, then you can see on Compass where you need to go (use it to find direction) and stop when you see that marker is on the other side of you character as you are standing on spot. Mini map help to get an idea of where to ride on your mount, but isn't that price as Compass to pin point location.
There are three places where you have gamma settings, in game, in your video card drivers (Nviida App or AMDs app) and often also on your displays directly. Changing gamma might help to better see in game world where there is a Dirt Mound.
If you really have trouble to find out where you need to go, then there are wiki for ESO which will show an image where that spot is.

This mini map you can set up to be hidden or use key bind for when you only want to see mini map and then hide it or have it hidden during combat etc. In short you can control when you want to see it and how it will look (I prefer to have it rectangular to match my screens aspect ratio instead of circular as it shown in first picture of that add ons site).
I use both Lost Treasure and Map Pin add on and you can toggle which map pin you want to see or hide from map filter (main map) in case they overlap with pins.
As for having a glow to mark spot in game, I think it would make much harder to see dig sites from Antiquities as dig sites already have glow when you have fully upgraded that skill line for Excavation.

Dirt mounds are incredibly hard to notice even the ones i have already seen in the past.
There have been a few times I had trouble finding them (most notably recently the one on top of a pile of boulders in West Weald) - but once I've sorted them out, I know where they are ever after. As long as it's something you have to put points into so otherwise you don't see the glow, that would be fine. I don't use the treasure chest or resource nodes glows because I hate glowing things like that, and I know where they all are anyway....
I'd really like to get rid of the glow on Thieves Troves too.

That particular one is hard to see simply becaue it's the same color as the stone it's sitting upon.
