Pre-steam account here, If i want to buy the gold road collection via steam key, how would i do so?

some quick relevant info if it helps.

• This account predates ESO being on steam.
• I have had a Steam account for a long time as well, but i never linked them
• I linked to steam this morning in account already
• I do not have ESO on steam

Additionally, If i wanted to take advantage of a sale for a steam key version of the Gold Road Collection, would i need to also buy ESO on steam?

9 years since i played, i have been enjoying the past few weeks of my return to ESO.

Yes, you would need to own ESO on Steam to be able to access it through Steam: https://help.elderscrollsonline.com/#en/answer/36517
If the Collection includes the Base Game, then you'd be good to go, as this would count as buying it through Steam. If it's only the Chapter, then you would have to buy the Base Game as well.
