ESO still cannot handle non-latin characters in Windows username

I just installed the game on a new laptop, and could not locate any settings/addons/whatever, then found that they for whatever reason got placed in C:\Users\Public. After googling for a bit, I have found this thread from 2.5 YEARS ago that nails the issue exactly: https://forums.elderscrollsonline.com/en/discussion/599869/after-latest-patch-eso-does-not-recognize-the-local-settings-folder
