Unable to purchase grab bags

I don't know if this is a bug but I'm 6 Skeletal Marionette parts short for the achievement, yet I'm unable to buy any grab bags from the Impressario as apparently I already have everything available.
None of my characters are holding any fragments and I have none in my bank.
