    If each BG has a 7 minute queue...

    7 x 8 = 56 minutes wasted in queue
    5 x 8 = 40 minutes "waiting for players" to join but they never do

    total: 96 minutes wasted per BG

    Well, my guess would be, that most casual players don't want to waste their time being steam rolled by PvP pro's, therefore they are not really interested in PvP stuff. Sadly I do not see any way to counter that, without angering the PvP pro's on the other side :( .

    Actually, ZOS could make PvP-buildtemplates for every class(stats/skills/gear/CP's/potions/poisons/etc). Then allow players to select one of those templatebuilds or use their own configuration/current build when they zone into a PvP area. Voila... a fair PvP playground.
    That way everyone can enjoy PvP, without the massive buildgap. There would still be a skillgap, but that is on players to gain experience with those templatebuilds.

    This would also require zero adjustments to/in PvP itself.
