With every new zone and its treasure maps added the chances to obtain a certain treasure map with all the associated farm target items going with specific zone treasure maps is strongly deluted.
I hence suggest to have a similar mechanism for zone treasure maps as with furniture plans: have a higher drop rate for them to drop in the respective zone over the other treasure maps.
