Banner Bearer deactivates when skill isn't double barred

Activate skill
Toggle bar
Skill becomes deactivated

We should not have to double bar to prevent the skill from deactivating on toggle bar.

That's intended, not a bug. It's the same as guard or pets.

Oh come on, they changed NB's cloak to work as a toggle on one bar, and at the same time they add a new skill that requires double barring, which literally no one likes. What is is this design.

Given how strong it is, I think it's justified. Even without the current bug of instant crux.
