Game stuttering started Today

For a good while, the performance of the game was perfectly fine except of course lag. Starting today though the game is stuttering quite a bit. This happens especially in Rimmen but I have found it to happen everywhere now when running around.

Symptoms:
1) High cpu usage spikes
2) High disk usage
3) Lowering graphics to minimum makes no change
4) Standing still can still cause it to have issues but repeatable when running out of the area and back in
5) GPU usage down
6) Memory usage down
7) ReloadUI causes CPU to run at 100% and makes the whole computer stutter

Stress tested hardware and its all working. Tested changing game settings in Windows and enabling/disabling things for windowed gaming and gaming modes. Added exceptions to windows defender and windows firewall. Tried testing with Administrator and not. Running current Nvidia and Windows drivers. Removed the shader cache for ESO. Cleared out temp files.

Other games have no issues. Other stress tests have no issues. I have narrowed it down to ESO and ESO trying to read/write data on the disk that is causing hiccups due to the CPU having to handle the disk actions.

    After closing the game I keep getting a pop up on the launcher claiming the game crashed failed to load and to run the repair

    • Windows Version: 24H2 (OS Build 26100.2033) (Very recent update that made some changes to the game mode and gaming settings)
    • Nvidia Driver: 566.03 (Newest update pushed out this week)
    • DirectX 12 installed and updated

    I have limited the max cores to 4 in the games settings which helped keep the CPU from maxing out all cores and causing such a performance issue my Discord audio became robotic.

    Narrowed down the issue to mostly the Planar Reflections. A setting that never used to cause me a problem until after the latest updates to DirectX, Windows, and GPU I did yesterday. Turning off Planar Reflections definitely helped reduce the hiccups. Even Medium setting is causing issues. Disk reads spike and CPU cores spike.

    Yes, I saw the issues related to sound drivers. I have already tested removing every sound driver and sound device from the system, still the same problems.
