How is the preview list of recommended homes composed?

When you open the home listings by pressing P and selecting the category "recommended" I understand that the houses shown on the right side are houses that were recommended by other players.
However, I don't know how this preselection works. Does it work on the number of recommendations received? Does it work on the number of RECENT recommendation? Is it random? How is it ensured that newly published houses receive enough public representation to attract visitors so that at least there are chances to receive recommendations? How come that I often see several houses of the same account simultaneously if the preselection is random?

✭I have to say I don't quite understand how it works.
I have two houses listed, both have one recommendations or more.
One is a complete reconstruction and listed as a complete reconstruction.
And when I am in the "recommended" category and search for ALL houses with the filter complete reconstruction active my house does not show at all there.1
