No, they nerfed Impen a while back, it's still decent but no longer mandatory. You can get stronger results building around either Well Fitted or Sturdy, and on Heavy pieces Reinforced is generally better.

7 impen is about 10-12% damage reduction from critical strikes, with every 68 points of critical resistant equalling 1% damage reduction to crit damage.

Do the negative and armor bonuses apply to damage shields? For example :1 % martial damage weakness farm each light armor piece and conversely, 1 %spell weakness for each heavy armor piece worn

Depends. If you have RC I wouldn't mind with impen. If blocking often sturdy esp with SNB/Frost staff. If utilizing the AA CP for mitigation via dodge well fitted is for you. Divine is only good If you try to max mag like 60k+ but that build is good for zergsurfing only.
As you see it comes down which form of mitigation you prefer.
Just keep in mind that attrition builds lost lots of popularity and good players will go for burst anyways. See a critical hit is the best damage increase you can get by % and having crit resi mitigating those damage spikes is essential If crossheal stacking isnt available for you.
Try RC frontbar and add another Form of mitigation for ;D
