Can you earn daily tickets if you do not have Gold Road? It says earn two tickets by completing “any zone daily” but it is not clear if they just mean any West Wield daily or any daily regardless of zone giving everyone a chance to earn tickets and get the final piece of the mount reward.

I think it's only dailies in West Weald.

Only West Weald, as the main point of the Chapter celebration is to drive sales of the Chapter.

All DLC events are specific to their DLC. There are events like Witches and New Life coming up for people to get tickets from base game. You won’t get all possible tickets (across all events) without DLC, though. That’s the way the system is designed.

In the past they used to allow a way during these to get tickets. It's messed up that "any zone dailies" only means ww, tested with normal zone and now since many aren't 10 tickets i know they aren't getting the mount piece because of needing the dlc, sorry not shelling out for gold road right now and it needs to be allowed for all to get. i'm sure necrom people could get tickets for.

The "specific chapter" events have always been for the specific chapter only. We've had "chapter community challenge" events with rewards for working together since Summerset released in 2018.

Fortunately, there are always plenty of tickets that come during the New Life event for anyone who can't or is not interested in participating in one of the other events of the year.

Gold Road is not yet included in the sub, as it is still designated as a Chapter. So far every Chapter has had that tag removed so it can be included with ESO+ upon the release of the next Chapter. That should be in June, if the pattern holds.

A "new chapter event" is held every year and, regardless of the fun and the rewards, the primary purpose of such an event is likely to drive sales of the new chapter. So yes, the only way to participate is unfortunately to purchase the chapter (as the newest chapter is not part of ESO plus). This has always been true for such events.

Fortunately, as mentioned above, there are usually more than enough tickets offered during New Life at the end of the year / the beginning of the next year to allow people to "catch up" for a missed event. New Life is a base game event that anyone can participate in, and all of the fragments that can be purchased with tickets during the year are usually available during New Life as well.

I'll have to check as you might be right, but they offered tickets with dungeons before during. I know new life is the catch up but if they don't allow outside specific there should be a normal way even if a lite version of the area all players can take part in. We're past the point it should be exclusive to a zone only as there should be a way to get everyone involved if they can't buy the latest chapter yet. Easier to incentivize more to buy if they can actually help out on that bar. Then buy to claim the stuff.

What you're describing reminds me of the Pan-Elsweyr event from 2021 (ETA: also Dawn of the Dragonguard, November-December 2019), but that was not the Chapter celebration for Elsweyr (Dragon Rise, October 2019).

In October of 2019, we got the Dragon Rise event. That was the Chapter celebration, and tickets dropped only from killing monsters in Northern Elsweyr (although it was just called Elsweyr at that point). Dragonhold had not yet been released, so Southern Elsweyr couldn't have been included. Even though Scalebreaker had been released that August and included Moongrave Fane, which is located in Northern Elsweyr, that dungeon did not count for the 2019 Chapter celebration, as it wasn't part of the Chapter.

For the Pan-Elsweyr event of 2021, ZOS extended the event to the whole year's worth of content: Northern Elsweyr and Southern Elsweyr zones, and Wrathstone and Scalebreaker dungeons (regardless of the fact that three of the four dungeons are not located in either Elsweyr zone).

ETA:

The following Chapter celebrations proper - Lost Treasures of Skyrim (2020), Gates of Oblivion (2021), Heroes of High Isle (2022), and Secrets of the Telvanni (2023) - also all required the Chapter zone's dailies for tickets. Dungeons only begin counting in events after the Chapter celebration.

This has now got me trying to recall if it has ever been possible to earn a single ticket. All I can remember is two or three at a time, never singly.

I'm pretty sure they were one at a time for the very first event ever back in 2018.
There's also been events where you can get 1 each from 2 different quests, or sometimes 1 quest gives 2 and a second gives 1, like the most recent mayhem (1 for IC, 2 for Cyro).

Yes, it was 1 per day for the 2018 Witches Festival. We only had the very first indrik feather to get then, and it cost 10 tickets.
