In Arena, the cut teams were the Firedrakes were from Torval in Elsweyr, Pit Daemons were from Helstrom in Black Marsh, and Stormlords were from Narsis in Morrowind.
If they decide to do two new ones, they should do at least one team based on Daggerfall Covenant locations, and none from EP territory. This page has the cities as well as the gladiator teams they were based on. https://www.imperial-library.info/content/go-blades

I am basing what I said off of UESP Notes section... example in the Daggerfall's lore page it says this:
Arena was originally conceived as a fighting game featuring a tournament that took the player to each of Tamriel's cities to challenge different gladiatorial teams. According to a file from that stage of development left behind in the final game, Daggerfall's gladiatorial team would have been called "the Guardians".[UOL 3]
City of Sentinel had one named "the Deathbringers"
Dragonstar's was "the Sacred Rage"
Wayrest was "the Highlanders"
