Explosive Charge not interrupting casting players

As the title, I've noticed that the Templar skill Explosive Charge is not interrupting casting players. Played a few BG's testing it and it doesn't seem to interrupt players casting/channeling spells.
According to the skill description it should 'interrupt casting enemies'.
